Congratulations to Glastonbury Town Clerk Joyce P. Mascena who has received the Master Municipal Clerk designation through the IIMC Master Municipal Clerk Academy Program. Joyce has pursued her higher education through classes provided by the Connecticut Town Clerks Association and the New England Municipal Clerks Institute and Academy. Joyce has been employed by the Town of Glastonbury since May 2003. Her previous municipal service includes five years with the Town of Vernon and seven years with the Town of Enfield. She is a member of CTCA, NEACTC, National Notary Association, Connecticut Association of Real Property Professionals, Central Connecticut Paralegal Association and is a Justice of the Peace.

Since it is implied by C.G.S. Sec. 7-34a and 8-25(a) and our Town Clerk Handbook that property maps are land record documents "recorded or filed" with us, we just receive, process and house them differently than text land record documents, do any of your towns charge the $3 and $30 in addition to the map recording fees of $10 and $20? Stratford's mayor has asked me to inquire as to the table of organization regarding the Animal Control Officer in each of the Connecticut cities and towns. Specifically, he wants to know who the Animal Control Officer reports to. For example, in Stratford, she reports to the Chief of Police and is under the jurisdiction of the Police Department. The Associated Press-Hartford Courant Election Center has just sent out survey forms to all town clerks, to gather information in preparation for the August 8 state primary. Please be on the lookout for your survey. When you receive it, just update the information and send it back to Tammy Mitman, the AP’s state election center manager, at your earliest convenience. If you don’t receive your survey form by the end of this week, or have a question for Tammy, you can reach her at 860-485-1076, or via e-mail at tmitman_contractor@ap.org. NEMCI Announcements
One month from today, approximately 135 NEMCI & A students, faculty and board members will be arriving at St. Michael’s College for the 32nd Institute and 29th Academy. The Board of Directors, NEMCI faculty and St. Michael’s staff have been hard at work to make this a most memorable experience for everyone.
The absolute last day to register (with a late fee) is June 16th. There is still room in every class although some are filling getting close to being full. Please contact Carol Johnson at cjohnson@manchesternh.gov if you haven’t but plan to register.

There are informational documents for you, including directions, the student handbook, information about the instructors and what you have all been waiting for, a directory of prework. Good news! At the eleventh hour, one of our legislative proposals passed. Public Act 6-137 has been prepared and is waiting the governors signature. Governor Rell has until June 9th to sign the bill into law. We’ll keep you posted!
Public Act 6-137 is the campaign finance bill that passed at one minute before midnight on May 3rd. We are very pleased to find that our initiative to remove town clerks from the responsibility of instructing election officials prior to each election was included as one of the many ‘extentions’ to the bill (CGS Sec9-249a).

From the SOTS - Connecticut General Statute 3-94(c), Term of Office of Notary. Recording of Certificate and Oath, requires that a notary file with the town clerk of the town of residence or the town of principal place of business. Previously, those notaries who did not file within the 30 day limit were sent back to the Secretary of the State to obtain a new certificate. This is NO longer the policy to be implemented. Otherwise valid certificates should be accepted by the town clerks even, if the certificates are beyond the 30 day limit.

Congratulations to Phyllis Bunnell, Assistant Town Clerk of LItchfied, on her May 1st retirement after 32 years in office. Phyllis,l, a former mathematics teacher, started working as an assistant town clerk in 1974 after her sister Evelyn Goodwin appointed her to the position. Evelyn is still working as Litchfield's town clerk, making her one of the longest serving officials in the state. After 32 years in the office, Phyllis said it was time to move on. She and her husband Ed will start with some downtime at their cottage on Bantam Lake before doing some traveling. If you are planning to attend the Town Clerk Academy next week, please send in your registration forms ASAP. Our numbers seem to be down for some reason. Please take advantage of the educational opportunities that your association provides for you. The professors at CCSU are highly qualified and run very interesting sessions. I have just heard form our lobbyist, Mike Dugan. He had a very long night trying to convince legislators that marginal notations are no longer necessary. The marginal notation sections have been removed from bill 67. Many attorneys, including Steve Fontana, are reading the bill for the first time and are not convinced the computer systems we use can be more accurate than a marginal note. They are not grasping the fact that a computer can cross reference a book/page. Their issue is: what if the last name of a borrower was indexed incorrectly. They are saying a searcher could miss a release if the name was misspelled in our index but a marginal note would still be placed on the original document whether we spell the name correctly or not.
If this is the true issue, I believe we have a huge job to educate our title searchers how to cross reference a book/page using the book/page search tool in the computer systems. As Mike said, not all attorneys are computer savvy. We are dealing with people who have been searching for years and have a routine on how to do their job accurately and efficiently. In order for us to convince them that it's OK to stop marginal notes is to tell them they must start using different techniques to do their job. We have a very large hill to climb to get to that point. But, I believe, with time, we will get there. This issue is not going away.....
On a brighter note, the 3/4 inch margin and and the single book/page reference on a release and the rescind of total number of Asst Reg of VS and the Voting Standards Board Committee issues are still alive. They might be moving from bill 67 to bill 332. Take a look. Patty Strauss

This is a question for towns using the BAS Dog Licensing System. Has anyone else used the postcard reminder notice option instead of the 3-part form and window envelope option to generate their dog license reminder notice? If so, who has had success and who has had problems? What weight card stock did you use? We are having a problem printing the postcards. Thanks. Congratulations to my daughter, Jeannine Phillips, who won Miss Connecticut USA and will be competing in the Miss USA Pageant which will air on NBC, Friday, April 21, 2006 at 9:00pm Live. She will be representing the State of Connecticut and our State has never won this title so we are praying that this year that will change. Dates to remember are tonight on NBC at 8:00pm she will be on Deal or No Deal. Her suitcase is #21. April 18th and April 19th there will be some media events on the Today Show, Live with Regis and Kelly and Tony Danza Show.

Therese Pac, Technology Committee Chairman and I have been working with Mike Kozik and Art Champagne from the SOTS to create fillable election forms. I have uploaded to the document directory the following three forms that can now be filled in electronically: ED-101 Offices to be Filled at State Election, ED-636.2 Appointment of Assistant Town Clerks and Assistant Registrars of Vital Statistics and ED-638 Vacancy in Elective Office. These should be much easier for you to use. You cannot save the form once it is completed, but you can print it to sign and send in to the SOTS. We are continuing to work together to make election reporting easier. If you have any suggestions, call Therese Pac, Bristol Town Clerk or Laura Francis, Durham Town Clerk.

The Town of South Windsor has requested a comparative salary study for Assistant Town Clerks and Deputy Town Clerks, union and non-union. Could you also provide the years of service with salary for each asst/deputy? The town is looking to upgrade many positions and need these figures to make an accurate assessment.
