When Agnes Pier’s son Daniel visited from California with his in-laws last year, she made for the whole family a traditional New England Thanksgiving feast. So when his extended family visited his home in San Francisco for Christmas, they asked him to make the same menu. For five days mother and son spoke on the phone working out the details of the feast. But it was the family’s pumpkin pie recipe that Daniel had to try out ahead of time to ensure it was perfect.
“It turned out good,” Pier said of her son’s attempt in the kitchen. “It was excellent.” The pumpkin pie recipe comes from Pier’s mother, Betty, and mimics a slice of pie Betty had while on her honeymoon. For years after that trip, Pier said, her mother worked at getting the taste just right. Cinnamon, cloves, ginger, allspice, nutmeg, molasses — it all heightens the pumpkin, making it spicier than most, but exactly like the one Betty tasted as a newlywed.
So when Pier, who serves as Windsor’s town clerk, was asked to submit a recipe to a cookbook fundraiser sponsored by the New England Association of City and Town Clerks, “Betty’s Pumpkin Pie” was a no-brainer.
Joseph V. Camposeo, town clerk in Manchester, said his submission was an easy choice for him, too. The book, “Cooking with the Clerks,” features his father Dominic’s recipe for scallops and raisins with pasta. Dominic Camposeo grew up in Turi in the Bari province of southern Italy where fruit, including raisins and dates, was plentiful, his son said.
“Dad was a heck of a cook,” Camposeo said, explaining that every Christmas Eve the family would dine on the dish that includes three cloves of garlic, Italian red wine, and plenty of tomato sauce. The recipe is noted in the cookbook as a specialty, but when asked if Camposeo makes it often, he said, “Me? No.” Apparently, he doesn’t cook.
But he does head the Connecticut Town Clerks Association, and said that each year the New England professional group holds its annual conference in a different state. Connecticut will play host in 2011.
The cookbook is serving as a fundraiser to generate enough seed money to help pay for that conference, which will offer classes and seminars for town clerks in the Northeast who are tasked with maintaining municipalities’ vital records. Consequently, “Cooking with the Clerks” is available in town clerks’ offices all over New England for $10.
With recipes from Certified Copy of a Chicken Pot Pie from Avon Town Clerk Ann L. Dearstyne to Quit Claim Breakfast Casserole from Meriden City Clerk Irene G. Masse and Absentee Ballot Babka from Cheshire Town Clerk Carolyn Soltis, the book also has the more traditional: broccoli casserole from Middlebury Town Clerk Edie Salisbury, corn casserole from New Hartford Town Clerk Donna LaPlante, and blueberry bread from East Haven Town Clerk Lisa Leary.
So-called “dignitary chefs” from all over New England — including Gov. M. Jodi Rell, Secretary of State Susan Bysiewicz, Comptroller Nancy Wyman, Attorney General Richard Blumenthal, public records administrator Eunice DiBella, and state Rep. Mary Ann Carson, R-New Fairfield — also contributed to the 173-page book.
South Windsor Town Clerk Gretchen Bickford submitted two recipes — vegetable pot pie and pie crust — both of which she took from family members after sampling the dishes at a get-together. The vegetable pot pie, she said, tastes so much like chicken pot pie she thought it’d appeal to vegetarians and meat-eaters alike. “They were a big hit,” she said of the dishes.
Betty’s Pumpkin Pie
1 9-inch unbaked pie crust ¾ cup sugar 1 tablespoon flour ½ teaspoon salt ¾ teaspoon ground cinnamon ¼ teaspoon ground cloves ½ teaspoon ground ginger 1/8 teaspoon allspice 1/8 teaspoon ground nutmeg 1 14-ounce can pumpkin 1 tablespoon molasses 1 tablespoon butter, melted 2 eggs 1 14-ounce can milk, use pumpkin can to measure milk
Preheat the oven to 425 degrees. Mix together the sugar, flour, salt, cinnamon, cloves, ginger, allspice, nutmeg, pumpkin, molasses, and butter. In a separate bowl beat the eggs and milk with wire whisk. Blend the pumpkin-spice mix and the milk-eggs mixture thoroughly. Pour mixture into pie crust. Bake for 40 minutes. Posted 8/13/208

Posted 6/13/08, amended 6/16/08 To clarify one part contained in the list of Registrars of Voters' duties from the Secretary of the State's Office that was e-mailed this week, the law concerning the training of election officials was changed so that Town Clerks are no longer required to conduct any training sessions for election officials, including absentee ballot counters. Posted 5/23/08 During the past week, some Connecticut Clerks received a email announcing that a (land record) data collection company would be coming in to the Connecticut market. It appears that this is going to be an effort to capture land record information in bulk.
On behalf of the CTCA, I will be responding to the requester who's name is Joe Eskanazi. My reply will be to clarify the method they are planning to use, and to get a sense of how they plan to carry out this project.
I believe that having one responder will save us all some time, and will also help to clarify the situation. Earlier today, I spoke with Tom Hennick of FOI and Public Records Administrator Eunice DiBella to apprise them of the situation. They both concur with my intent to clarify this request. Once I receive a reply, I will share it with each of you.

We are hoping to create an open dialogue with the Connecticut Town Clerks Association with regard to the Citizens’ Election Program and petitioning candidates.
As Ms. Rotman discussed with you, qualified signatures on nominating petitions will be used not only to determine ballot eligibility, as in past elections, but will now serve an additional role determining grant amounts for eligible petitioning candidates under the new Citizens’ Election Program.
Town Clerks will play an integral part in the Program by certifying qualified signatures on petitioning ballots. The number of qualified signatures will determine the initial grant amount, if any, to award the petitioning candidate.
As a former employee of the Bristol Town and City Clerk’s Office, I know firsthand the amount of time and effort that goes in to certifying petitioning signatures. She was put in a non-walking cast the following week and was told that she can not return to work until Monday, May 5th! She has an appointment to have the foot assessed on April 4th and she’ll take it from there. She’s hoping they’ll at least put her in a walking cast and maybe be able to come to work a few day a week. I’m not so sure – the doctors were very adamant that she stay off the foot (of course, she’s having to use cruches) because they want to avoid surgery and the bones need 6-8 weeks to fuse together as they should. I would be very surprised if she gets changed into a walking cast let alone be able to come to work. In the meantime, though, her office computer is linked to her home lap top so she can receive e-mails and do some office work. I thought maybe you’d want to put this little tid bit on the Town Clerk’s web page so that well wishers could send her a card or e-mail her. The issue we are concerned with is the accessibility and quality that this new legislation might have an effect on. This is information from the Exec. Director of our Community Television, which gives an example of how townspeople would access their Community Television channel should this new legislation go forward:
Municipalities who rely on their PEG access channels to 1) help keep their residents informed about local government, 2) notify residents in emergency situations, and 3) contact with residents about town services, should be aware of the way AT&T’s U-Verse television system plans to present PEG. Transparency in government requires accessibility, functionality and quality equivalent to other channels. A call from them in late October indicated that it was not cost effective for them to continue doing so in hard copy format. Nor would they send a disc in Microsoft Word format either. I just located a company out of Cincinnati that will codify minutes and ordinances in hard copy format, and also send a disc in Microsoft Word format. Their rates are reasonable and their response to my questions are timely. When they sent a sample of the index, it was as good, if not better in font size and layout, than what I have. Pauline had served as an Assistant Registrar of Vital Statistics and an Assistant Town Clerk from 1968 – 1975. She became Town Clerk on March 31, 1975 and served in that office until her retirement on August 1, 2000. Her obituary follows:
Pauline Laskow, 67, of Morton St., Stafford Springs, CT, beloved wife of the late Walter R. Laskow, Sr., passed away on Friday, February 22, 2008 at Manchester Memorial Hospital, Manchester, CT. She was born in Fall River, MA, daughter of the late Leo and Bertha (Pelletier) Rioux. Pauline retired as town clerk from the Town of Stafford. She was a member of St. Edward Parish. Pauline is survived by her two children, Denise Laskow and her husband Mark Frankinburger and their children Molly, Ellie, and Lilly of Lebanon, CT, and Walter R. I have changed to a different kind of archival binder for the Land Records. As a result I have a large number [about 350] of the old type. These are white plastic with a window and use a sleeve to indicate the volume number and town. The sleeve is no good to any other town but the binder can be used by anybody with the appropriate sleeve. I am interested in finding out if anybody wants to buy them at a significant discount. They cost bout $12.new and are in excellent condition. Maybe offers can be made?
